The European Commission announced that it will launch the European power grid reform in the fourth quarter of 2025, shorten the project approval cycle by simplifying the environmental legislation process, and focus on promoting the construction of infrastructure to accelerate the clean energy transition. The latest National Energy and Climate Plan (NECP) assessment shows that the EU's 2030 emission reduction target of 55% is currently 54%, only 1 percentage point away from the target.

Between 2022 and 2024, member states will add a total of 205GW of installed capacity, and new photovoltaic and wind farms from 2021 to 2023 will save European power users about 100 billion euros (113 billion U.S. dollars) in electricity bills. The EU Energy Regulatory Cooperation Agency pointed out that there is a 32GW capacity gap in cross-border power grid interconnection, which needs to be filled before 2030; currently, four countries including Luxembourg and Slovenia have exceeded the 15% interconnection target, while Spain, France and other countries are still significantly behind.

The Council confirmed that it will release a European climate adaptation plan in 2025 to assist member states in coping with risks caused by extreme weather.
